CHANTILLY, Va., December 13, 2023 – Amentum was awarded a $37.5 million contract by the U.S. Department of State to advance democratic transitions and principles, human rights, and overall security in critical regions of the world. The contract provides experts to field and secure the missions of the Organization for Security and Cooperation in Europe (OSCE) in the Balkans, Central and Eastern Europe and Central Asia.
“Amentum continues to proudly deliver exceptional solutions and election expertise, and to uphold democratic practices within the OSCE space on the U.S. Seconded Personnel & Election Observers contract,” said Dr. Karl Spinnenweber, President of Critical Missions. “Over the course of 23 years, we have built, maintained and continue to grow a deep network of experts dedicated to advancing these important missions around the globe.”
Under this contract, Amentum will deploy experts, often and on an urgent basis, to staff the Organization for Security and Cooperation in Europe’s supported positions in the organization’s various field operations and independent institutions. Additionally, employee-experts will be posted within the OSCE to advance both the mandate of the organization and U.S. strategic aims in relation to the OSCE.
Amentum will provide full-cycle solutions from recruitment to deployment and management of U.S. citizens serving in seconded positions in the OSCE in 12 field operation locations, three OSCE institutions and the Secretariat. Amentum will additionally deploy volunteer personnel as long and short-term election observers with the OSCE’s Office for Democratic Institutions and Human Rights, act as the U.S. Seconding Authority to the OSCE, and maintain the U.S. Seconded Personnel & Election Observers (US-SPEO) database and website.
“This win builds on our proficiency in providing fielded experts and election observers on a project that is unique in its dual partnership with both the Department of State and the largest security organization in the world, the Organization for Security and Cooperation in Europe,” said Ken Fox, Senior Vice President of Operations.
The contract, consisting of one base year and four annual options, began May 20, 2023 and is performed in Vienna, Austria and 56 additional participating States of the OSCE.
